Jammu, October 31, 2025:
In a significant preventive security measure, the District Magistrate of Jammu, Dr. Rakesh Minhas (IAS), has issued an order making it mandatory for all landlords, property owners, business owners, and shopkeepers to disclose and verify the details of their tenants, domestic helpers, and workers with the concerned Police Stations within seven days.
The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, follows a report from the Senior Superintendent of Police, Jammu, highlighting the urgent need for verification of persons working in private establishments and those residing as tenants or domestic workers.
According to the order:
All owners must submit the declaration form (signed by both the owner and the tenant/worker) to the local police station within 7 days of hiring or renting out premises.
Those who have already rented or hired workers before this order must also submit their details within the same period.
The directive covers paying guests, tenants, and all kinds of residential or commercial sub-letting arrangements.
Every Station House Officer (SHO) in Jammu District has been directed to maintain a separate register for such verifications.
Any violation of this order will invite penal action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023.
The order will come into force from October 31, 2025, and will remain effective for eight weeks, unless extended or withdrawn earlier.
The District Magistrate emphasized that this step is aimed at enhancing public safety and preventing misuse of rented premises or employment by anti-social elements. Copies of the order have been sent to Commissioner JMC, SSP Jammu, JDA Chairman, all SDMs, Tehsildars, and SHOs for strict compliance and public awareness.
