A significant exchange was witnessed in the Jammu and Kashmir Union Territory Legislative Assembly following the introduction of a private member bill by MLA Nizamuddin Bhat.
The bill, aimed at addressing equitable opportunities in civil services within the Union Territory, sparked a strong response from Chief Minister Omar Abdullah, who opposed the proposal while also rejecting broader allegations regarding the functioning of the government.
Responding to concerns raised during the discussion, the Chief Minister firmly stated that the government does not function mechanically or under bureaucratic influence.
“We are not puppets. My cabinet does not act on the instructions of officers. Every bill is carefully read, examined, and then decisions are taken with full responsibility,” he asserted.
The Chief Minister dismissed claims that the government takes positions on legislative matters without proper review, emphasizing that due diligence and detailed scrutiny form the basis of all decisions.
Addressing administrative concerns, he further clarified that:
“No employee can be posted at a place of personal preference. Duties must be performed at the place of official posting.”
The remarks also included criticism of the opposition’s approach toward private member bills, noting that while such bills rarely secure passage, amendments and objections are often raised without adequate study.
The discussion reflects a broader debate within the Assembly regarding legislative scrutiny, administrative functioning, and the role of private member initiatives.
